What you probably have is a 220v outlet for a welder. Best thing to do is check it with a voltmeter before plugging any sort of device into it.
Agreed, the 30a RV plugs are usually outside. Would be unusual to see this type of plug inside a garage IMO. I'ts probably for a welder or dryer as noted above and probably 220v
