BUT, fleet and municipal make up a sizeable portion of Fords sales. When it comes to almost anything government or municipal the bottom line purchase price is the deciding factor, not overall reliability or value.

Ok, so Ford is on top because government makes stupid purchases? You would have thought they could have negotiated better deals when they owned the company. Fleet managers are too stupid to calculate total cost of ownership. I guess half ton purchasers are brilliant statisticians and not the ones getting gored by the bison in our national parks.
