Mexico my thoughts too, and why I should have known it was a metric nut.
Gonna get me a different Vice Grip today, with wrap around jaws instead of the flat style I have.

The nut in question also has a molded washer on the bottom of the nut, so unsure if attempting to split the nut with something like the Craftsman Nut Cracker would work.
