Try this.
Remove the supply line from the toilet. As already suggested, check it for water flow by having someone turn the pump on briefly. Use a container to catch any water that comes out.
If you have water, then look at where the water supply line screws into the toilet. Many of them have a sreen installed there. They plug up from time to time due to construction or other debri. If it is plugged... Clean it.
If it is clean, then it has to be the toilet valve.
