EPA has very ridgid guidlines for how automakers arrive at the projected MPG ratings. Ford, nor any other manufacturer can arbitrarily assign their own rating. They MUST follow the EPA guidelines, or face punishment.
If the EPA test says 15 city, Ford can't decide they want to put 16 on the sticker, nor can they underrate the MPG and put 14 on the window.
The problems with Hybrids is the EPA testing cycle doesn't expose the weaknesses of high MPH driving, which is why Ford adjusted the MPG rating downwards on the Cmax after working closely with the EPA to establish more realistic numbers. Again, they had to get government approval to do this.

So your calling me a lair dude? Sorry the Blue Oval Blood has screwed up the way you think. It is the owners of these trucks that are saying this, Ford even got spanked form the EPA. do to over reporting the EPA rating. BTW you the guys that think the EPA tests vehicles are dead wrong. The manufactures do the testing using the EPA guide lines. Here do it like this and let use know what you come up with...please.

If customers aren't realizing EPA MPG numbers in real life, it's the EPA's test procedure that needs changing. As I said, Ford can't modify MPG results, even if they wanted to publish artifically low numbers, no matter how badly you want them to.
Manufactures test their vehicles using EPA's very strict test procedure, EPA randomly tests manufacturers vehicles to verify the MFG's results.
