It is legal to drive on left lane in most of the states.
Only few states have recommendations "keep right unless to pass" but with lack of reinforcement, you will see slow drivers on left lanes everywhere.
Strangely, most of them have CA license plate.
For comparison, my California friends lasted on left autobahn lane about 20 minutes before they got pulled over and reminded that they should not block fast lane driving 160 kph (100 mph)
