I would think a modern trucks, built and sold to tow would be capable of decending any hill, within reason safely.
Has nothing to do with maintenance. Smoking brakes on the down hill. Is nothing more than driver error. Driven correctly. You should be able to come down using the brakes only sparingly. NEVER ride the brakes. NEVER come down in a gear that will not hold back the rig. NEVER use Overdrive in the mountains. NEVER come down too fast. And IF you have a diesel. Make sure it has some sort of engine braking.
