There is no problem with towing at 100% of the tow rating(s). If you are experiencing fatigue outside of what should be expected, then it is probably a handling issue. Handling issues may be caused by lots of things, mostly related to tongue weight. You can have a vehicle well within its tow rating(s) still handle very poorly. And similarily you can have a vehicle well outside of its tow rating(s) handle just fine.
