It is possible to build a larger deck? Another thing that might give you more room is a table and chair set from wallyworld.

I put in a 10' x 20' that gives plenty of room for table and chairs along with BBQ.

RV repair person said they never work the same after doing that to steps. I would just fold them in and buy or build steps that would work.

On my seasonal site I built wood step's. Another advantage is when people go in or out it does not shake the trailer like it did with the trailer steps.

Go to your local thrift store or second hand sporting goods store and pick up a set of exercise steps. They come with stackable two or three step sets. We have two sets to use when the trailer has to be leveled so that the bottom step is uncomfortably high. One set is black, two levels high and cost $15 at the second hand sports. The other is multiple colors, three levels high and cost $10 at the Sally Ann. We can adjust for varying campsites. They are fairly light and fit in the pickup without taking a lot of space when we are on the road.

In case other people need an answer, yes you can simply drill out a rivet and remove the bottom step. To re-install you can either pop in new rivets (need a riveting tool for that) or bolts and nuts.

I think the best solution for you in this case is to completely fold in your steps and wither buy a plastic step stool or make your own wooden steps up to the camper.

It was winter in the driveway and we were loading up, I didn't have to go far. Then I drilled out the rivets, straightened the bottom step and put it back on with a bolt double nutted.

Sometimes the snow on the side of the driveway is harder then it looks.

I have the same thing, fold the trailer steps up and build some wooden steps. I used 2x6 pressure treated. The wider platform with the wooden steps is much easier getting in and out of the trailer

could you fasten a board on the bottom of the bottom step and make it semi level/even/useable when folded up?
