I may not be up to date, but Ford trucks delivered to the colder northern states came with a block heater. It would need to be ordered, if shipping to a warmer area. IIRC, the OP is in NC, so likely not standard equipped.

The last time I checked, all the Powerstroke engines have the block heater element in them from manufacturing. I would be very surprised if that wasn’t still true. It’s a very inexpensive part, and installing it requires emptying and refilling the cooling system. The harness is the only thing added by ordering the engine heater.
My 2010 F450 didn’t have the cord when I bought it, and I added it. Whoever ordered my current truck included the block heater, and all I had to do was find where the cord was hidden.
