Here is the deal. Torque is just one factor in making power. Combine it with speed and you have horsepower, or the the amount of work accomplished in a specific amount of time. From the encyclopedia, "a unit of power equal to 550 foot-pounds per second" Torque and time. Neither is king. Modern engines are compromises of power, speed, and economy. Taking a week to get to the top of the hill makes no more sense than running a engine at 10,000 rpm to move down the road.
