That is no small issue, and how that is done and to what extent will determine how much of that power is actually useable. Making a pickup that specs 1000 pound/feet is a pretty easy decision if you derate it to the point only 800-900 is actually available. Ford has been really good at doing that, high specs, but not performing as well as the lesser powered competition.
I know that I don't fully understand torque limiting but my guess is that when torque limiting is being implemented in the pickup trucks the fuel is being derated during the shifting of the transmission. When you're pulling a 30,000 lb trailer out of a bog with your foot to the floor in 1st gear my expectation is that the engine is feeding 1000 lb ft of torque into the torque converter.
