The 5.0L Heavy Duty Payload package truck with 8200 lbs GVWR has a tow rating of 9200 lbs.
The reason the others are over 11,000 lbs is because they require the Max Tow Package to get the Max Payload package. The Max Tow package isn't available with the 5.0L.
The 5.0L is the base engine while the others are higher powered premium optional engines. Ford should had offered the Max Tow package with the 5.0L but wanted to force you to buy the premium, higher cost engines.
