Many lakes etc have zebra clams? along with a grassy weed that takes over areas too. There are two I know of that many jurisdictions will stop boaters for to make sure that there are no traces of the mentioned two creatures.
The ag stops, to make sure one does not have fruits and vegy style plant material with organisms that may cause major dollars of damage to local crops. California for example, most of the western part is protected by mtn ranges to the north, east and south. So a natural border. But a wood pallet with eggs from somewhere else, may have a snail, insect etc that can wreck billions of dollars in product.
