I'll tell you from experience if you are diving a commercial vehicle in CA you must stop if the sign says all trucks stop at scales.Im not talking about regular pick ups with commercial plates either but any truck that does not have a stock bed on it.
If it has modified bed it is considered "commercial" even if it is a 1500 series half ton.This can be utility bed,stake bed,flatbed,etc.If the trucks have gvwr over 10k they also have to get a CA number wheter its for private or bus use (if there is not a stock bed)example 3500 dually with a stock bed no problems can pass by.Same dually take off the bed put a flatbed now you must get the ca number and now have to go thru the scales.
My old work truck was a 3500 flatbed i didnt stop CHP at son onofre scales chased me down and cited me was a 300 dollar lesson.My new work truck is a 2500hd single rear wheel with a flatbed i go thru one officer stopped me to verify the gvwr becasue there was no CA number it was under 10k so he said free to go i asked him about this truck going thru he said yes as well.
