I found that the lower stable loads make more of an anti squat/ roll when carrying the camper than the upper stable loads do. They do make for a harsher ride unloaded unless you unweight the rear end and swing them out of the way. The uppers don't contact the leafs when unloaded so there is nothing that you need to do at that point. Without airbags I would if I was going to choose between upper or lower stable loads go lower first but thats just my opinion after running them for years.

I feel just the opposite. I want that lower overload spring in reserve for when the truck/camper hits a really hard bump, road heave, dip or whatnot - THAT's when I want the lower overload spring to engage.
I have the lower Stable Loads on my truck but don't engage them. They never seemed to make much difference in rear bumper height/sag. Eventually, I will take them off and sell them.
