I think it is a baffle. My Rockwood has the same thing. I assume it's to keep the contents from splashing back up during transit. I had the same problem you have. I pulled the toilet up and realized that the factory had left the flange pipe too long. There were only a couple of inches clearance between the pipe and baffle. So I measured and cut the pipe to the length that would be just below the rubber seal. This gave me a lot more space between the pipe and baffle plate. No more clog problems. Maybe this could be part of your issue. But I also make sure I use plenty of flush water. Before I made the mod, it didn't keep from clogging up no matter how much water I used.
