I believe that JD Power randomly (or completely) selects owners from a specific time of purchase. Therefore, to have the results for 3 year ownership, they would have been customers that bought the car new in October 2010 and still owned the car in October 2013 in states where they can obtain this information.
Therefore, if you did not buy your vehicle during their survey windows, you would not be selected.
Also, they require OEMs to purchase the rights to use as advertising and purchase detail information from the surveys, before they are completed. There are other companies that also sell these services to the OEMs.
