Ford says it is 'required' to be used whenever the temp drops below -10F.
I winter in Florida now so I have not had to plug in my current diesel, but when I lived up north, I would plug in if temps were below about zero or +10. I had mine on a timer to turn on about 2 hours before I needed to leave for work.
You want to make things as easy as possible on the glow plugs, batteries and starter and it's always nice to have warm air from the heater soonest ! The block heater also makes for warmer oil which will circulate better then oil that is at below zero temps.
