I believe it is true in your case but I think that is unusual. Obviously you added nothing to the trailer, got it equipped just as it rolled out of the factory but not many do. I'm glad you got everything you wanted right off the showroom floor but if your experience was typical there would be no options list for buyers to choose from.
The fact is "Standard equipment" varies by the manufacturer. Lots of trailers come with small LP cylinders or one small 12V cheesy battery, no spare, no tools (jack stands, jacks, chocks etc), but the trailer rolls off the lot with lots of these items added and that weight adds up quickly. :C
