What happened in 2009 is that DOT got involved and a DOT requirement, including methods of measuring weight and calculating CCC, replaced RVIA methods. Not much change in calculations for towables, but for motorhomes RVIA required a weight estimate for a specified number of passengers to be subtracted, so DOT calculated CCC is much higher than the old RVIA number for a few marginal small motorhomes.
