I believe it is true in your case but I think that is unusual. Obviously you added nothing to the trailer, got it equipped just as it rolled out of the factory but not many do. I'm glad you got everything you wanted right off the showroom floor but if your experience was typical there would be no options list for buyers to choose from.
The fact is "Standard equipment" varies by the manufacturer. Lots of trailers come with small LP cylinders or one small 12V cheesy battery, no spare, no tools (jack stands, jacks, chocks etc), but the trailer rolls off the lot with lots of these items added and that weight adds up quickly. :C
Things like larger LP tanks, spares, awnings and almost everything else including things like the RVQ grill are all factory OPTIONS that are NOT DEALER installed options. I guess you could say have the dealer add a spare if it wasn't a factory included option and replace the smaller LP tanks with larger ones, but I think that might be the exception vs. the rule when looking at trailers on the lot and would be especially true if you were ordering one from the factory. Two notable exceptions in a almost all are slide out awnings and battery which are about the only two DEALER OPTIONS that would be added to the dry wt. Things like chocks, jack stands, RV start up kits, etc. I don't think are required to be included in the dry wt.
