I noticed this winter that when I was dumping our black tank that there wasn't enough liquid to create a good flow while emptying so I changed from encouraging the kids not to use too much water to asking them to use MORE water when flushing. If the black tank is not full when we're ready to leave, I add extra water to try to fill it up. That's easy to do since the outside sink drains into the black tank :R. At least now I'm so reluctant to use the outside sink since I know I want extra water to down there :B.
That might be the case in your situation. The paper is not going to dissolve anytime soon, so you can either buy one of those black tank wands to stick down the toilet and spray, or what I would do is fill up the black tank with water, dump a bag of ice into the black tank and drive around. The sloshing with the ice cubes should dislodge things enough to get it clean the next time you empty.
