There are cheap devices that you can plug into a outlet that will give you a readout of the voltage. If the voltage is low you have several options, Hughes Auto Transformer, generator, don't use it, use it with the probability of failure down the road. When you see everyone else using the A/C is usually when low voltage occurs.
And it's possible that you received two defective units, or have other issues.
