Sounds like the OP needs to let it rev -- it won't generate much braking below 3500 rpm or so. Nor will anything else (my 5.3 Suburbans have been pretty much the same), short of a diesel w/ an exhaust brake.
We have come down quite long and steep hills a number of times w/o incident, like from 10,600 down to 6,000 over just 15 miles or so. It will rev to 5000+ rpm in spots, but that is what it was designed to do.
One more issue -- on roads like the ones the OP was on, you probably need to downshift on your own. At least in my experience, the programmed grade braking is fine on interstate and at higher speeds, but on slower and steeper 2-lanes, you need to take matters into your own hands. Don't worry, she won't downshift until it is 'safe' to do so, so you won't over-rev doing that.
