Only when it does not interfere with other peoples rights to enjoy themselves. Objections should also be reasonable, you shouldn't have to turn off your music at 2:00 in the afternoon because your neighbor wants to take a nap.
Why is your music so loud that your neighbor can hear it? The rare times I do play music, the first thing I do is walk around my site to make sure it can't be heard by others.
