Adding sealant will make removing the lens more difficult when replacing a burnt out light.
That gasket looks like it should seal the water out if it's not crimped during installation.
One word of caution - there's probably a small hole on one side of the light frame or lens - don't obstruct it if you do put sealant on the assembly - the hole is for drainage and you don't want to plug it up.
