An exterminator taught me a trick years ago. Place stainless steel wool or copper mesh in the area first, then cover the area with foam. If they bite or claw into it, their teeth or nails will touch the mesh and they'll stop immediately. Apparently they absolutely hate the feeling. Trim any excess to discourage biting or clawing.
I had a problem with mice entering my garage through a passage that was meant to let water escape. After some testing I determined that the passage was pretty useless and sealed off the area with the foam and steel wool trick. When I did it I just used regular steel wool. Regular steel wool will rust over time. After 10 years of being directly exposed to the elements, it's still there in good condition and no more mice. I do have some rusting, but it doesn't seem to affect the integrity or the effectiveness of the barrier. Plus the area near that spot is painted brown so I never notice.
