That fan is a cooling fan to circulate air across the 'converter' so it doesn't overheat.
Converter....
120V AC power input via circuit breaker.......converts the AC power to DC......13.2V minimum output. Charges your batteries and supports the 12V DC system when hooked up to shore power.
