You're right. GVWR isn't law. It's a manufacturer's rating. I would keep the pin weight within the rear axle/tire ratings and keep it within the GCWR if towing in the mountains. I and many others have gone over in the flat lands. If insurance was that concerned about GVWR, every minivan loaded with family and luggage blazing toward Disney World would have their insurance canceled. Can a nine passenger 4X4 diesel Excursion or V8 4X4 Expedition carry nine 200~lb adults with luggage and still be legal? In some states or Canada, weight laws might co-relate to GVWR. For them, getting the gang to Disney World might require a little stealth. And good tires properly inflated.
