OP said it's fiber mesh reinforced. That typically takes the place of steel reinforcing in on grade, non structural concrete.
Agreed, if the base is solid then no problem. If it's not, parking the rv on it will not be any worse than anything else, it will still fail.
Idk about Cali, but up here, seems all the plant mixed concrete I've used in the last several years is considerably stronger than its design strength, very conservative mix designs. The 3ksi commercial, non structural mixes are consistently over 4 and structural 4ksi concrete is hitting around 5500-6000psi on the 28 day On average.
(Btw, a 3ksi "design" compressive strength is the strength it theoretically needs to attain after 28 days, per ACI. As mentioned above, it should reach its 28 day strength much quicker in real life under good curing conditions. More like a week to 10 days for an avg 3ksi commercial concrete mix).
