I worked for Cummins all my life. Our chief engineer, responsible for the engines that go in over the road trucks, said that the exhaust on trucks with particulate filters have less particulates than found in the air in many cities. Sort of the same as what you heard.
Sounds like fake news to me.. :)
Id bet that most Dirty air in cities comes from vehicles exhausts

Ground tire dust swirls in patterns on city sidewalks in LA. I've seen it over twenty years ago and I'm sure it's still in the air, on the ground and in the water today.

It's probably the reason for so many idiots today. Now they think that diesel delete kits are healthy and not part of the problem.
Today's modern trucks are much better, smarter and healthier than the knuckle headed pickup drivers of old 7.3's, 5.9's, 6.4's etc.
