The camper dry weight at 1700 is under the 2100 pound payload capacity, but wet and loaded weight with my kayaks and all would be about 2700 pounds. Getting the Ford maximum payload package for $3000...

Why would you think that the 4x4 gets better MPG than a 4x2? The mileage ratings are done with a 4x2 so they will be higher. 4x4 mileage is a good bit LESS than the same engine, and gears in a 4x2.
4x4 also have lower payload, and lower towing capacity than 4x2
4X4 has the sterling axle, 2X has 8.8
