It's not necessarily running but it's "ON". A/C and accessories are ON as well as the computer that runs everything. My Prius boots up much like a computer when I push the power button. It will run the a/c and accessories for quite a while on a full charge before the gas engine starts, charges and shuts back off to run on battery again.
