Most campgrounds that I know of that don't have electric sites, have "written" generator rules. If you don't like the generator rules, don't camp there. If the camper is complying with the rules - your tuff luck; if he ain't complying with the rules, his tuff luck.
Now which part of the above are you having a problem with?
If they have written generator rules they also have a rule where the noise you make can not annoy other campers which could be enforced if a complaint is made. That noise could be anything from an open frame genny, to a Harley with open pipes, or bedroom theatrics.
