First throw that shutoff that came with it in the garbage. You will never get it to shut off with soapy hands. Yes it does still run a little water because it is suppose to prevent that super hot or ice cold blast of water when you turn it back on. Go to Lowe's and get a shutoff with a thumb lever. If it is leaking you probably lost the rubber O rings.
