Yes it does still run a little water because it is suppose to prevent that super hot or ice cold blast of water when you turn it back on. Go to Lowe's and get a shutoff with a thumb lever. If it is leaking you probably lost the rubber O rings.
That was true for the old model but the new ones are great and very easy to turn on and off.
