Pro Pride 1400 hitch - need help

Thanks for your comments. I tried to raise the tongue jack a little, however the head and stinger of the hitch bar were in the same line. Head moved back and stinger was stopped. I guess all points in the heatch head, which was bent down (see 1 photo) and I can not understand what is the reason for this slope and why I can align it only with help of the lift jack? 3rd day I'm thinking about that and can't find an answer.
