Problem with slide out rubber seal at the top

I'm not totally sure but that might just be s sweeper seal. It does nothing for water and I don't think it would be that $$$. Mine just snaps in I have been dealing with it got years sliding off. Like I said earlier not totally sure but that what it looks like.
