Unless you want to save a pretty small amount of propane, just leave it on like most/all of everyone else. I can't see any reason why you couldn't add a little rigid foam around the heater if you have enough room. Been thinking of doing that myself and just saved a lot of larges pieces of it from packing inside a box.
Noise? Worst noise is being next to someone with a loud AC unit that runs continuous day/night in warm or cold weather... WHs are usually pretty quiet and I can only hear them when they ignite and make that puff/pop noise.
