Don't know if this is related, but every time I take out the anode rod to inspect/replace, I flush the WH out. It's amazing how much crud comes off the heating element. OP's question makes me wonder if leaving it on electric all the time adds to the crud buildup on the element or would it do that anyway? If leaving it on always causes it, then that might be a reason to turn it off when not in use.
