You're not going to find one for a 16x6.5 rim. 245/75R16 Load Range E is the best you can do, and those are 3064lbs across the board.
A 255/85R16 will fit a 16x6.5" rim and they offer 3415lbs/ea.

A 17" wheel won't gain you anything, in fact similar sizes are often rated lower than a 16" wheel.
I went thru the debate on 18's or 19.5's and ended up with 19.5's. Very few aftermarket 18's are rated for more than 3200lbs and the ones that are cost big $$$$. Then 18" tires are $$$, so in the end the cost was very similar for 19.5's which are rated for 4500lbs and tires they handle weight much better and last longer.
