Doesn't say anything about attaching to the camper or load. But it also says:

"5201. (a) License plates shall at all times be securely fastened to
the vehicle for which they are issued so as to prevent the plates
from swinging, shall be mounted in a position so as to be clearly
visible, and so that the characters are upright and display from left
to right, and shall be maintained in a condition so as to be clearly
legible. "

The only conclusion you can draw from this is there is no possible way to be compliant in some situations.

Thanks for looking this up. My conclusion is the same as yours. My TC hangs down about a foot lower than the back bumper. It completely blocks the plate on the truck.

I guess it could be argued I have an illegal load because it blocks the license plate.
