Sounds like a bad ground connection. When you hit the brakes the other lights are back feeding through the brake circuit.
Next, depending on TV, there could be fuses that control the clearance lights. When you say clearance lights, you do mean the small ones along upper edges of the trailer. What about the taillights? Do they work?
Have all the lights ever worked?
