It seems to depend on the state. In California, it would be technically illegal to put the plate on the camper. (In Calif. a pickup and camper is a commercial vehicle with a load and the plate must be attached to the vehicle, not the load). I have never done so and never been stopped for it - or had any comments at all - in 20 years of TCing in many western states.
