Had exact legal situation bringing camper from Minnesota to California.
Than my camper completely covers rear of the truck and has plate holder from the factory. Don't know if CA has the same law prohibiting plate on cargo, but plate has to be visible and lot of cars hauling disabled person cart have plate with light mounted on the carrier.
regardless the actual law, I don't think LEO would care about "cargo" definition, but he very likely will care about visible plate.
