Im from South Dakota, I've checked the vehicle code over, best I can. The best I can figure is that the plate must be visible and readable. They mention mud, dirt, snow, and what ever, but no mention, that I could find about cargo, visible from a 100' in the patrol car or anything else. Just visible.
