You got an ORS# for that rule? While you are asking, ask how an OR resident towing a trailer under 1800 lbs can comply. In OR, these trailers don't need a plate; so the LEO has no way of identifying you from behind. Or are we expected to move the truck plate to the trailer whenever we hitch up?

This does not fully answer your question and I will ask next time I run into a trooper and get their opinion. I will say they will not have a solid do x,y and z. It is left grey as you can read.

Here in this section you can see in subsection 2, b) it leaves some room for officer descretion as well.
I'm in the same boat. My truck plate is covered by my camper. My camper has its own plate...which is covered by my trailer which is displayed though. I treat my LE interactions as such. Be polite, curtious and attempt to do everything correct and you should be good. But you can always run the risk of being in "contempt of cop/trooper/deputy" with a poor and confrontational attitude.
