Here in this section you can see in subsection 2, b) it leaves some room for officer descretion as well.

803.540 1(a) and 1(b) make it pretty clear the registered vehicle plate must be on the registered vehicle, and not on the camper, trailer, cargo, etc.
And I think 550 2(b) is about those commercially available plate covers that make plates less visible while interfering with the plate's nighttime reflective ability.

As for 2, B)....you are correct they are referring to the commercial plate covers however look at the wording and the vagueness of it. That was my point in that it gives the LE some discression as I could interpret it as your load is considered the "cover". Just saying, pass the attitude test and don't be a wanted criminal and you'll do ok with that most encounters but expect to have....encounters. I do although it's been ok so far.
