Some states (Mass being one) require the rear view mirror to be installed even if it doesn't see anything. My first motor home had a rear window, and I had to install a rear view mirror to pass state inspection. Oddly enough, they do not require a rear view camera, but I believe these will be required everywhere within a few years.
